Have the Police stopped enforcing our traffic laws?

We towed our 5er from northern Maine to Florida, about 2000 +/- miles. During this journey we observed about 75% of the total traffic driving 15 to 20 + MPH over the posted speed limit. Also observe...

In California the fine for speeding is graduated based on how far over the speed limit you are. 1-15mph over is one fine, 15mph+ is almost double, and so on. For the most part CHP will wait for the 15+ mph customer. Where I live, when the CHP pulls someone over on the freeway, they will have that person exit the freeway at the nearest off ramp and have them pull over on a side street.
