Raising the limit is a stupid move I think.
I don't think it's as bad an idea as you think.
Around here most drivers run 75-80 mph on the interstate, and the speed limit is 70. Many years ago the speed limit in Iowa was 75 mph, and most people drove 75-80 mph. I think most people will drive at a speed that is comfortable, and that seems to result in traffic moving along at 75-80 mph. I think that would be the average speed even if the limit were increased.
