If everyone obeyed the traffic laws and rules, drove courteously and defensively, stayed in their lanes, did not drive under the influence or distracted, etc, etc, speed would not matter so much. Unfortunately, we are living in the real world. All it takes at these high speeds is one bad driver, or a bit of bad weather, and we suddenly have a massive chain-reaction accident, with multiple casualties. Since the LEOs can't be everywhere at once, they enforce where they can, and try to keep the traffic flowing. There are so many drivers on the road, especially in the urban areas, that it becomes a nearly impossible task. Why do you think there is so much emphasis on making cars safer in collisions? It is a much easier task than to keep millions of drivers from making bad decisions that put themselves and others at risk.
