And... why do so few people use cruise control? Just get on the highway and when at a comfortable speed, turn on the cruise control - especially if they are on their cell phone! People sit in one lane gradually slowing down, then when you pass they either speed up next to you or speed up to follow you. Gah!
Normally you tell within the first 20 seconds of someone getting on their cellphone. It is like they pull their foot off the gas to talk.
