Have the Police stopped enforcing our traffic laws?

I got a two tickets and got out of one, for going too fast on exit ramps. Seems they want to enforce rapid right lane deceleration when approaching an exit (wrong). I fought it in court and won the first time. The second judge did not want to hear it.
