The police officers want to stay in one piece and make it to their retirement and pensions. In California there are stretches of road with high accident counts and fatalities and the highway patrol never pulls anyone over as it is too dangerous for the officers.
There is also carte blanche for the big rig truckers in California unless they happen to kill someone. I have not seen an officer pull over a speeding trucker in the last 30 years, even when they blow past a patrol car or an officer on a motorcycle.
