I live in Minnesota.. I've driven past open weigh stations hundreds of times in my pickups sometimes pulling a trailer, sometimes not. I think whoever gave you this information doesn't know what they are talking about. (No surprise) The only pickups I have ever seen are commercial rigs pulling hot shot trailers or delivering new RVs. Commercial rigs are required to stop. Private rigs pulling RVs always drive right on buy and never get chased down..
