March 31 is the modified close of open enrollment.
The insurance plans go into effect on Jan 1, if the initial premiums have been paid.
The March 31 data is important because if a person does not have insurance from Jan 1 thru Apr 1 - they have violated the coverage mandate. No more than 3 months per calendar year without coverage - on April 1 the person owes a penalty tax for not being insured.
As with most insurances policies - a 'qualifying life event' allows the insured to make changes to their coverage. i.e death of a coverge family member, marriage, divorce, birth of a child, retirement, loss of a job, etc.
Open enrollment for the 2015 coverage year will be Nov 15, 2014 - Jan 14, 2015.
