Actually no. The insurance companies have guaranteed bailout money if their "lower" premiums wind up costing them more than they can afford.
Surely no one thought as if by magic an insurance company could offer the same product for half as much without making up the difference somewhere. That somewhere is the guaranteed bailout money from the taxpayers.
