Shifting costs is nothing new in the US. Your last doctor visit or hospital stay included costs to cover the uninsured people who never pay.

The taxpayers and the insured people in the United States overpay by billions of dollars per year to provide medical care to the uninsured - just in a more hidden fashion.

Then why create an entirely new bureaucracy with thousands of laws and regulations? Why create confusion and uncertainty for the millions who are already insured? Why add costs on to businesses who provide jobs, when all we are doing is re-arranging the chairs on the deck of the Titanic? Very Little about the ACA is about improving healthcare or making it more affordable, it is mostly about re-distributing wealth and shifting costs. It's three card monte played on a grand scale.
