Since one can opt out of buying insurance and pay a meager fine (tax), how has this fixed the issue of the non-insured using the emergency room and not paying their exorbitant bill? Seems to me there will be plenty of people still doing this, and the unpaid costs will be passed on to the rest of us as before in higher medical costs.
