Here in Texas we haven't seen anything. And I'm very certain our governor would be standing in front of such a hospital holding a press conference if it were true.
The statement also doesn't make sense. ACA has nothing to do with the insurance processing. The federal government makes no payments to hospitals based on ACA.
Payments are the insurance company responsibility.
