This is common in many places. The trailer tag is different from a vehicle tag and is only permitted on public streets when connected to a plated vehicle.
Parking anything with a trailer plate on a public street is not legal.
The county I am in specifically states that it is legal to park any RV on the road in a residental area. It's been there forever and I've not had any tickets.
