you obviously dont know who it belongs to (a neighbor) and no one is around to claim it or it would alrady be moved I presume.
If it doesn't have a hitch lock on it, hook it up, move it far enough to hook up to yours and be done with it.
If it does, hook a chain to it (or yours) and move one of them enough to get hooked up.
You can take the weight off of either tongue if you're worried about damaging the jack with a floor jack and block of wood. Then the tongue will roll the direction you need it to.
