Tow away a legally parked vehicle, or hook your rig up to someone else's rig and move it, see how quickly you find yourself experiencing the legal system from the wrong side of the bars.
I would go bang on neighbor's doors. If no one claims it then it is a matter for the cops and the on-call towing company.
