I'm with the folks who said hookup at an angle. Watch the tail as you pull it out because it will swing into the path of the sidewalk or whatever is along side of the road. No chance in heck would I hookup to someone else's trailer - no matter how much of a numb-nuts they might be. NOR would I involve the cops.
The leaving a note... hard to say if it would be helpful. If they aren't around, the note's possibly going to get wet and be illegible anyway.
As tempting as revenge is and parking them in next time - I'm not even sure I'd take that route.
