First, If you move the offending trailer yourself you may find you are in trouble. Is this on a public street or is it in a private parking lot, campground or storage lot.
If the latter, seek the manager of the facility, it's his problem. Epically if you paid to park there.
Otherwise, it's a police matter. (parking enforcement) just be aware you might get burned if you go that route and do not know all the rules etc where you dropped the trailer.
