hitch blocked by another trailer

So in this town it's perfectly legal to park a trailer on the street. The OP does park his trailer on the street and sounds like leaves it stored there for extended periods. The OP does not own the parking area in front of this trailer and somebody else uses that area for their trailer. And now it's a matter for the police?? I don't get it.

To the OP, do what you can to get your trailer out but then realize this is one of the hazards of storing your trailer on the street.
