My son is over to visit. He is a city police officer. He says that if you move it, you are liable and could be subject to prosecution, as this is considered theft, believe it or not. On the other hand if you call for a police officer to drop by and state that you need assistance. He can get the information from the DMV on who the owner is and call and tell them it must be moved or it will be towed. He can not give you this information. If the officer can not reach the owner, he will have it towed to a secure facility. Once he has a tow truck hook on, the police department is then liable and it must be towed to a secure storage yard. These are the local departments policies and I am sure that the don't differ much from city to city. He tells me this is not an uncommon call.
