Here they call it, unauthorized tampering. There are a lot of keep your hands to yourself laws. As I stated before I would knock on doors. I would bet that it is a visiting friend or relative or that a neighbor just acquired a camper and is new to the etiquette side. It would be beneficial to both to know who it is and make nice so that it does not repeat in the future.
