Tampering laws are kinda of setup to allow the police to catch a guy tinkering with a lock, rather than use a "attempted burglary from motor vehicle" type law, which changes to a specific intent crime... they use the tampering which is general intent...
once again... there is no intent to tamper... it is move the rig, put it down move yours, put it back... the facts leading to and ending the scenario set the whole picture.. not just their parts by themselves...
