Happens all the time.. However the fact is you and I (normally) do not know all the parking regulations and it may well be the trailer is NOT legally parked. I can not say for sure without being there, laying eyes on, and then hitting the government web site for a copy of the parking regulations.
But I know that in a lot of places. if that trailer has not moved by now it's illegally parked (So for that matter is the O/P's but he has a defense in that he can not move his trailer due to the other one)
Also, if the O/P's trailer is legally parked and was there first it may be the simple blocking of access makes the 2nd trailer illegally parked.
And there is more. I won't go into a full disucssion or detailed discussion of the parking laws in that community simply because I do not know them.. I seriously doubt the O/P knows all of them either. But it pays to do the research.
