hitch blocked by another trailer

I'm guessing in order to satisfy some people he may need to triple check, and then he needs to call a surveyor to check and see that it is truly in the street right-of-way and they didn't construct the street in the wrong place, and by the time he gets done with all that hopefully the offender will have moved the trailer and it can become a moot point (which is probalby where we are already at anyways). Bottom line, there is nothing more that can be added on this post that hasn't already been put out there.
