So you are equating being over GVWR to being unsafe, and being within all the "Numbers" being Safe?
I would hazard a guess that 90% of RV's involved in crashes are within the numbers. That doesn't matter, as they are safe by the fact they are "within all numbers".

Story, was likely extremely over weight, was also towing a TT much too long for the short Durango. In addition sounds like the trailer brakes were not correctly setup.
This is where being a 1,000# over GVWR with a 250/2500 with the correct tires, is no more dangerous than a 350/3500 SRW towing 700# under GVWR.
This is not the numbers are the numbers, it is the same exact hardware with different numbers.
Personally, I believe the 99% of RV crashes are caused by drivers not capable of operating the equipment they should be in control of.
