There are any number of weather apps out there, but at the end of the day they all draw their forecasts and alerts from NWS. Go get yourself a SAME encrypted weather radio and learn how to use it. As long as you are in range, they will likely alert you to weather events before anything delivered on the internet.

As far as Smartphone apps, Intellicast and Storm are two of the best out there
