WeatherBug app on my cell phone is set to "follow location", so it constantly updates based on where I am, and will sound the alarm if hazardous conditionings are incoming.
If you're in a FLOOD or TORNADO area, your cell is supposed to alert you if the federal or state government issues an EAS alert, no app is required, the feature is built in. It doesn't use data either, it uses GPRS or SMS I think? So it should work even if coverage is poor.
