Personally I'd take the advice of Progressive Industries, manufacturer of class leading EMS devices, that acceptable voltage falls between 104 vac on the low side and 132 vac on the high side. I always check source voltage before plugging in and on the low side if it's anything less than ~ 110 vac I won't plug in as voltage drop under heavy load could easily create a voltage drop of 5 volts. On the high side I'd plug in even if unloaded the circuit was reading 132 vac as I know that voltage drop under load will reduce that voltage into a safe range anyway. Sure wouldn't plug in without my EMS though. :R
