I always level our trailer when parked here at the house so I can use it between trips and so I can safely operate the fridge in preparation for the next trip. Doing so means that while the bumper is less than a foot off the ground the tongue is about 3 feet ... nowhere nearly as extreme as that shown in the OP's pic but I still wouldn't rely on chocks alone to secure the trailer. Instead, I built my own system that uses the weight of the trailer itself bearing down on a set of wheel pads to ensure our trailer absolutely can't shift in the slightest.
