I also cable-locked the bikes while on the bike rack (looping through the bike frames and catching the hitch safety-chain loop) - figuring if there was some sort of failure with the rack itself, at least the bikes weren't loose to create a vehicle accident behind us. Granted, the bikes would get dragged/destroyed... but I've never had any problems.
