partially true:
Usually there are two tongue weight limits on reciever hitches.
1) deadweight limit (NO WD)
2) WD tongue weight limit.
(2) is usually bigger than (1). In my case (1) is 1200lbs and (2) is 1700lbs.
So, yes a WD hitch increased my allowable tongue weight, assuming I still stay below GVWR and axle limits.
And a WD hitch will move some TV rear axle weight to the trailer axle so going across a scale it will reduce the truck GVW compared to no WD hitch. But that transfer of weight is usually fairly small, on the order of 200-300lbs. Course that weight moved went somewhere, and it ends up on the trailer axles so your combined GVW doesn't change.
