I saw awhile back on this forum, where a poster cut a notch in one of their leveling boards, and ran the power cord through that and then backed the trailer up on to the boards. There is no way they could remove the cord without either moving the trailer or cutting the plug off. I know they also sell "lock boxes" that cover the plugs for when you have to use two cords plugged together. Between those two options, I would think that would keep your cords safe.
You're correct they are going to cut off the plug if they want it.
Thieves don't want the cord to use on their RV. They want to sell the copper wire for scrap. They don't care about either plug end.
