I doubt it has anything to do with home land security. Good line though. I suspect if I owned an RV park I would follow that procedure. In todays world we are seeing so many absolutely crazy people, the crazies, if they knew their license would be copied would pass that RV park by. I have nothing to hide. The doctors office always copies my medical card and drivers license. Not much different. Those that are concerned about I.D. Fraud should buy that insurance. I have it. If law enforcement is looking for certain crazies they are easier to trace. In fact I may actually safer in an RV park where the owner has info on everyone. Sorry, just falling back on my traing of being a retired LEO.
