Correct, as a representative of the company the agent is obligated to report the accident. It is the same as if a claim was filed.
If there has not been a accident report filed or a ticket it is your choice whether or not to turn in a claim. I have even spoken to the claims people to make an informed decision with no ill effects.
If there has been a ticket or accident report filed you may as well turn in for the damages because your rates will go up if you already have a ding on your record.
