Is 70 the age to stop towing
I think maybe if you drive a motorhome at 70 you are safe, but pulling anything behind it is not safe.

As several have stated, it varies from person to person and is dependent on health and competency. I've seen some 40-year-olds who shouldn't be driving anything - much less towing! On the other hand, I've met a 78 y.o. retired trucker who handled his 42' class A DP better than anyone I've ever seen.
