laundry payment question

these are the Laundromats own cards that are only good at that Laundromat, not credit or debit cards… you load 5, 10 or 20 dollars in cash on them and the washer dryer deduct their amount from that balance…
generally they charge a returnable deposit for the card like $2.50 but if you load $10 and only use $6 when you return the card they do not refund the $4, and for the $2.50 deposit they told me leave my name and address and they would mail me the $2.50 deposit… but you have no proof you returned the card because they won’t give a receipt saying it was returned… they sell your name and address info you get a lot of junk snail mail and the mail losses the deposit they claim to have sent to you… and they use your leftover $4 for wash by the pound they take in…
there are a lot of CG’s and snowbirds there, if they steal a few dollars from each it would amount to a lot of money…
these people are classic thieves but for some reason the FL law won’t shut this type of practice down, but almost overnight they shut the slot machines that use the same type of card down, where people voluntarily leave their money there and the company refunds any monies still on the card…
