I'd suggest a game camera and carry a bucket for use when you remove the drain cap.
You want to know who these miscreants are, have their names as a deterrent for future problems. With their names on a "vandals list" they also become deterrents after being confronted, as they tell their other little vandal buddies to stay away from your property for fear of being blamed.
