Being a Californian I bet to put up an electric fence you would have to be zoned as an agricultural site, get a permit, the fence could only be three feet high if less than 25 feet from your property line, you would have to hang warning signs that the fence is electrified. Then, if you are classified as an agricultural site and you have a pool, EPA would classify your pool as a waterway! ;)
