Waste tanks should NEVER be DRY....that allows any 'stuff' to dry, harden, accumulate and ROT.
No matter how much flushing/draining some stuff will always be left due to lip at outlet line.
Waste tanks should have couple gallons of water so bottom of tank stays wet....keeping stuff from drying out and STINKING
