First, I wonder if it really is kids. Are you sure that it is not just a valve leak?
Second, If it is the valves being opened can't you see that the handle is in a different position and be prepared for the water gushing out ?
Third, I love the loud sudden noise, or spray of water ideas but, do you really want to get the police involved on something like this ? Give the kids a permanent criminal record so that when they get older it will haunt them and cause them problems for decades to come ? All over a little prank?
Didn't any of you when you were young ever dip little girls hair into ink wells
? Steal apples from the neighbors tree ? Tip over outhouses on Halloween. Toilet paper trees or anything else like that ?
