I think it falls back on the individual RV owners insurance. The RV owners insurance companies can sue, or even the RV owners can, but I believe the initial claim goes to the RV owners insurance.
I remember two similar issues - A boat dealership where a frustrated employee destroyed most of it with a bulldozer, and high winds that came through and knocked over several 5th wheels. In both cases, the owners had to cover their own, however in the case of the bulldozer, most recovered their costs by insurance companies suing the business owners insurance. Unfortunately the owner was also personally sued and he lost everything.
How does merchantability work in this case, the RV repair center is responsible for your stuff in their custody.
I don't think merchantability really applies to custody. I've had a new car stolen right off the Dealers lot while in for it's first service with the keys they left in the ignition, and it was covered by my insurance. In the end the two insurance companies settled, but it was transparent to me. Most service centers even have a disclaimer that they aren't liable.
