I saw a similar swaying situation when we were towing our 5th wheel up I75 toward Toledo and I followed it for a while. It seemed like the TT was stable at up to 65 or 66 MPH then it would just start wagging the tow vehicle to the point that my wife and I thought we were going to watch it loose control.
I agree with all who have said it was too much weight behind the axles. The only time my 10k lb boat trailer would wag was if the boat was not all of the way up to the bow stop on the trailer.
