For moving the dolly around, go to Harbor Freight and get the trailer dolly. It is simply two wheels with a hitch ball on them, with a T-handle to tow or push it.
I have one, and it works quite well. I assembled mine with wing nuts on the bolts so that I can break it down to fit in a basement compartment.
True, if the dolly is equipped with surge(hydraulic) brakes, you do not need a brake controller.
