Them holding up the DMV paperwork DOES make a difference in the story. You should talk to a contract law attorney. Many will give a free 30 minute consultation, providing advice of what to do next. Making mention to the dealer that you're consulting with "your" attorney regarding the signed contracts, may also be enough to sway them to play nice. And as a worst case scenario, paying an attorney for a few hours of work may be worth it in the end. Heck, you're talking about a difference of $12K here. Paying an attorney a grand for what s/he does best, may be worth it!
