The OP has already paid the dealer for registration and tax (on the amount above the trade in) on the unit. The dealer has only a certain amount of time to perform this function without being in violation of state law. Fines can be quite high for dealers who do not get this done within the time frame. I would check with the DMV and see what the time frame is, then report the dealer if this isn't done. The dealer really has no leverage here even though they want you to think otherwise.
