The stray voltage on the ground plane is best diagnosed by process of elimination. Turn off all of the circuit breakers and start measuring for that stray voltage at the place you got the best measurement. Individually, turn on breakers until you see that measured voltage again. Likely suspects for this are water heaters with an electric element, refrigerators powered w/120 V, and loose wires on receptacles.

Is it significant that I got a much lower reading from the cargo-carrier when I ran the generator instead of shore-power? And how?
