OK, so I tested and re-tested the breakers from shore-power, first the 15A service, and then the 20A air conditioner. The culprit appears to be the 15AMP. ...unless, somehow I am mistaken. (??) I am getting a reading of 20 on the 200ACV meter setting at the door and step. I'm assuming, based on a comment above, that this means I have a 20A "leak". (??) I have checked the attachment of the ground and hot-wire of the breaker box, which appear to be secure, and even if they weren't, I would have an issue with both 15A service, and the 20A. Right? Next?
