No, it is not 20 amp.
You have 20 volts of power leaking off from something.
Try tripping the GFCI receptacle. Older models have flow through the receptacle.
Look behind the converter for the ground wire that goes to the frame. Make sure it is clean and tight. Locate the other end of it where it attaches to the frame. make sure it is not rusted, corroded or loose.
