If the 15 amp breaker is the source of the voltage on the step, you will have to puzzle out what it is powering and where either a heating element (Like fridge or water heater) has failed, the converter is outputting AC, or a loose wire exists. The RV receptacles are infamous for frayed or parted wires. I would start, with power off to the receptacles, at the receptacle closest to the power center and move outward.

I have tested with breakers off, one on, the other on, and vice versa. The step is only charged with the 15Amp on. With refrigerator unplugged, same reading. Water heater is gas.
My main question at this point is about what the converter is. I have heard several comments about checking it, and I don't know what it is. I do have a power converter, but this is only power outlets, so I can't see it being that (although, frankly, I don't know what this is for). I suppose it bears commenting that I have a solar panel that runs into a bank of batteries, but if I am getting a zero with the 15Amp on, that can't be it.
I have looked at all the wiring to and from the breaker-box. I pulled the panel and looked at all the connections in there. The wires are dusty, but in good condition. From the back of the box, the wires are new, and well-connected.
So... converter? What is it and where? I can't imagine what that must be. Seems like I have looked at everything under there.

So, in the middle of writing this, I decided to check a few things. I checked the voltage with nothing plugged in, and then each appliance, etc. in succession until everything was plugged in. It metered at around 5V. Until I plugged in my amplifier (400W continuous, 1400 peak), and that's when it climbed to 19.7. Just to be absolutely sure, I borrowed an extension cord, and tried again, and without my amp, and everything plugged in, it was still losing 5V. I'm curious to know about the ground running from the cord out the side of the camper: it goes into the breaker-box at a large gauge, but the only wire I see inside that I figure could be the ground, is a very small wire which connects to a screw on the face of a plate in there. Would the ground wire be that small (maybe a 16th of an inch)?
I'm stuck at this point. What's next?
