I'm wondering where this ladder is. I certainly had no ladder. It was up by the bootstraps or stay down. A ladder would have been great.

I'm assuming he's referring to the national debt, which wasn't paid but theoretically provided benefits whether direct or indirect.

That's the way I took it as well, the national debt in 2008 was 10,699,805,000,000 in 2016 the national debt was 19,573,445,000,000 The person who ran up that dept was born in 1961 so technically a boomer.
