I agree with the policy but I think it should be more universal. There are many many people who clearly don't know the rules of the road. A retest every 2 or 5 years or whatever might be a good idea. Same for eyes, I'm sure many people not considered "old" have diminished eyesight for one reason or another that they aren't aware of.
As potentially dangerous as driving can be it's ridiculous how easy it is to get and keep a license in this country. More training and testing would be a good idea.
As for rights and laws, well, I'm as conservative as they come. But let's remember that anyone's rights end where mine begin. When you're on a public road you must be safe.
If you're in your own car own your own land I don't care if you 10 years old or 100 years old and blind, drive all you want.
